Management Overview

Empower provides a new and highly competitive solution for interim power generation. The company is staffed with experienced professionals with considerable experience of working within the power sector in emerging markets. Most of them come from Globeleq, Empower’s sister company within the Actis Infrastructure fund.

The core team includes the following individuals:

Luka Buljan, CEO

Prior to joining Empower, Luka was a director in the Africa business development team at Globeleq. He has extensive experience of developing, acquiring and financing power generation and distribution projects across Africa and until recently was a director of Umeme Limited, the Ugandan electricity distribution concessionaire. He previously worked at CDC Capital Partners and as a project developer for an engineering firm in Croatia.

Luka holds a BSc in Mechanical Engineering from the University of Zagreb in Croatia and an MBA from the IESE Business School in Barcelona.

Stelios Vassileou, CFO

Stelios worked for Globeleq for three years as the Head of Finance for the Africa region, serving on the boards of project companies in Egypt, South Africa, Tanzania, Uganda, Côte d’Ivoire and Kenya. Prior to joining Globeleq, Stelios worked for AES for 11 years in a number of roles in the UK, Kazakhstan, Cameroon and Nigeria.

Stelios holds a BEng in Computer Systems and Electronics from Kings College London and is also a Fellow of the Chartered Institute of Management Accountants.

Dan Crof, Director, Business Development

Dan worked for three years as a senior lawyer in Globeleq’s in-house legal team. He trained at Clifford Chance and subsequently worked as an associate in its Worldwide Projects and Energy Group. He spent time in the firm’s London, Singapore and Prague offices before undertaking a two-year secondment to its Moscow office.

Dan specialises in energy and infrastructure projects, whether structured as greenfield developments, acquisitions or privatisations, with a particular focus on the underlying commercial agreements.

He has an LLB from Durham University, an LLM from University College London and an Executive MBA from London Business School.

Jim Casey, Chief Technical Officer

Prior to joining Empower Jim spent nine years in charge of new product design, development and introduction for Aggreko, a major power rental organisation, working on liquid and gas fuelled generation equipment, transformers and switchgear for global applications.

With a background in engineering product development Jim has held senior positions in a range of industry sectors including automotive, defence and engineering consultancy.

Jim holds a BSc in Mechanical Engineering from the University of Strathclyde in Glasgow.
