Empower is wholly owned by Actis Infrastructure 2, a fund established and managed by Actis, a leading private equity investor in developing countries. The anchor investor in the fund is CDC Group plc, a wholly owned subsidiary of the UK Government’s Department for International Development.

Actis has US$3.5 billion under management, US$2 billion of which is invested in Africa. Through its origins as CDC, it has been investing in emerging markets for 60 years.

Actis is committed to promoting the sustainable growth of the private sector in the emerging markets and its objective is to ensure that the capital it raises and manages makes a lasting, tangible and positive difference in the countries in which it operates.

Actis has a strong track record of investment in infrastructure projects, particularly the power sector. In 2002 it established Globeleq, an operating power company which continues to own and develop power projects in the developing countries of Africa, the Americas and Asia.
